California: Rick Richmond recognised for his leadership of ACE grade-separation programme

Rick Richmond, recently retired CEO of the Alameda Corridor-East Construction Authority is the 2013 recipient of the Jack Phillips Award presented by the San Gabriel Valley Council of Governments. The award recognises Rick Richmond’s “leadership and innovation” in helping to develop and deliver ACE’s grade-separations programme to eliminate level crossings in California’s San Gabriel Valley. Under Rick Richmond’s leadership, ACE grew to be an agency responsible for implementing a USD 1.7 billion programme of 22 grade separations and improvements to 39 level crossings.

“Rick’s integrity, forthrightness and good judgment were exemplary, and his expert focus on budgets, funding and schedule were essential to the successful implementation of the ACE program,” said Norma Macias, who chairs the ACE Board.
